e-CertNL Electronic exchange of import and export data.

The basis for issuing an export certificate is the combination of a certain product that goes to a certain country. For each country-product combination, e-CertNL contains:

The demands that need to be satisfied to give the certificate.
The certainties that needs to be shown that a demand is met (country declarations, quality systems, inspections).
The model to deliver the documents.

Obtaining certificates follows these steps:

A shipment consists of at least an export date, country of destination and a main product.
The exporter indicates the composition of his shipment in e-CertNL. Based on this, the system determines the relevant requirements and looks for possible coverages. The coverages that come from inspections are activated and can be requested via e-CertNL.
The inspection service plans the inspections and carries them out. Once everything has been inspected, the inspector electronically passes on the result to e-CertNL, which then determines whether the shipment is export-worthy.
If the shipment is exportable, the exporter can print the veterinary, phytosanitary and/or quality certificate and present it to the inspection service for certification.

Export declarations

In addition to certificates, export declarations can also be requested via e-CertNL. The export declaration is a document in which the NVWA indicates (at the request of the applicant) whether a company is supervised by the NVWA, whether a product is freely tradable within the EU. It is also possible to send an 'own company statement' that is tested by the NVWA and can lead to an additional text on the export statement.

Brexit

Het VK en de EU hebben in december 2020 een akkoord bereikt over een nieuw partnerschap. Met het akkoord gelden nieuwe regels voor het zakendoen met het VK. Zo zijn er extra controles en administratieve handelingen aan de grens tussen het VK en de EU. Vanaf 1 januari 2021 gelden andere eisen bij de export en import van sierteelt producten naar en van het VK.
